The following Blue Star award was presented by Major Jutilla to Deputy Donovan Allen who works for our Metro Transit contract. Sgt White wrote the following: This incident occurred October 14, 2018. Upon arrival, unbeknown to Deputy Allen, the subject causing a disturbance had assaulted 2 random passengers for no apparent reason. Deputy Allen attempted to have other deputies respond lights and siren in order to de-escalate the situation and avoid the subjects further escalation of events. Deputy Allen held off as long as possible before having to go hands on to make a lawful arrest for 2 assaults. As the subject/suspect began to walk away from the scene. Deputy Allen advised the individual that he was under arrest.

The suspect immediately dropped his belongings and attacked Deputy Allen. Reviewing video surveillance footage, it was clear and evident that the suspect had deliberately went for Deputy Allen's duty/gun belt as if he was going to attempt to disarm Deputy Allen. At one point in time, the suspect pulled Deputy Allen close to him and bit a chunk of Deputy Allen's right ear off.

Thanks to 3 citizens whom came to Deputy Allen's aid to stop the suspect from further escalating his attack toward Deputy Allen and the public, Deputy Allen was able to overcome the suspects resistance and take the suspect into custody.

Deputy Allen sustained injuries to his right ear and his left hand's ring finger during this altercation requiring multiple surgeries to his ear. It was without a doubt that this blatant attack on Deputy Allen could have been much worse if it weren't for a quick response from the community and responding officers of Tukwila PD/KCSO Deputies.

This suspect had previous convictions for Attempted Murder, Assault 1, 5 custodial assaults in prison and more. Deputy Allen's training and experience and his true professionalism was second to none in this incident. He recognized that with the citizens next to him, he was unable to use any of his police weapons such as his Taser, OC spray, Baton or firearm as it had the potential to injure the citizens. Deputy Allen, without hesitation, performed according to his training and with great professionalism.
