Missing Person

Spirit Lake Police are attempting to locate 60 year old Randall Ray. Randall left his apartment in Spirit Lake at 4:30 last evening on foot. Randall needs an important medication that he is now without. If you see Randall please contact the Spirit Lake Police Department at 712-336-5776. He is known to frequent camping and other areas near the water. He is wearing a gray hooded sweatshirt, black pants, black shoes, dark rimmed glasses and has a salt & pepper beard. On Sunday, May 5th, 2019 the Spirit Lake Police Department obtained and executed a search warrant for the residence located at 1214 Jackson Avenue in Spirit Lake shortly after 1:00 P.M. During the search, over a pound of a green leafy substance believed to be marijuana, was found along with several different forms of tetrahydrocannabinol (THC). The occupants of the residence, 38-year-old Joshua Howard and 30-year-old Amanda Howard, were arrested and booked into the Dickinson County Jail on the following charges:

Two Counts of Possession of Controlled Substance with intent to deliver a schedule I Drug: Class C Felony

Possession of Controlled Substance with intent to deliver to wit: marijuana: Class D Felony

Two Counts of Failure to Affix Drug Tax Stamp: Class D Felony

Prohibited Acts: Aggravated Misdemeanor

Three counts of Child Endangerment: Aggravated Misdemeanor

Possession of Drug Paraphernalia: Simple Misdemeanor

It should be noted a criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
